Understanding Kinship Care: Supporting Vulnerable  Individuals and Families

Who Relies on Kinship Care?

Kinship caregiving provides vital support for vulnerable individuals including children, elderly adults, and individuals with mental illness or intellectual/developmental disabilities (IDD). Millions of people depend on relatives and close family friends to fill essential caregiving roles.

Local Kinship & Caregiver Support – Virginia Beach/Hampton Roads:

1. Adult Protective Services (APS) – Virginia Beach

  • Investigates abuse, neglect, or exploitation of older adults and incapacitated adults.

2. Senior Services of Southeastern Virginia (AAA for Hampton Roads)

  • Offers meals, transportation, in-home care, caregiver respite, and case management.

3. Virginia Beach Department of Human Services

  • Provides social services, benefits (SNAP, TANF, Medicaid), and family assistance.

  • APS and child welfare programs are coordinated through this office.
